Since the weather maps do not show topography, it might have been difficult to guess that the mountains are channelling the foggy air.  Only at the major break in the coast range marked by the Golden Gate is the air allowed easy entrance into the Central Valley.

If this idea makes sense, the foggy air (typically) can be no more deep than (choose one):

• 20000 feet
• 10000 feet
• 8000 feet
• 1000 feet
